Allow GC's to delete duplicate change orders

When a subcontractor change order is interfaced, uninterfaced, and reinterfaced, it causes the lines to duplicate in Trimble Pay. Allowing the GC to delete the duplication would cut down on our support tickets by about half as currently this can only be corrected behind the scenes. This is a recurring issue with big impact.

    We're happy to announce that unbilled, ERP-integrated change orders may now be manually deleted in Trimble Pay. Take a look at our release notes here.
