Release Retention for all subcontractors at once Merged

Instead of releasing retention on an individual basis, we are looking to have the ability where retention is released for all subcontractors at once. This can help streamline the process and reduce administrative overhead.

    Typically all subs are reduced or released during the same billing period, so being able to adjust retention across the board makes sense!
