Have option to not allow subs to enter the SOV Merged

GCs should be able to have the ability to block or turn off the option for subs to enter their SOV in a project. Typically we need owners to review sub's SOVs prior to us entering them in. However, subs are going into projects and entering their SOV and we don't have the SOVs approved yet by ownership. Others in my office wish this was an option as well.

    There needs to be an option for the GC/Owner to approve the SOV before the subcontractor can submit a pay application.
