Project Specific Compliance Template assignable to project

Trimble Pay lets you create a Project compliance template and then set it as the default for all projects. This is not a good setup. It needs to be assignable at the project level. We have multiple projects with their own project specific compliance. If we DON'Tuse the template, new subcontracts don't automatically get the requirements assigned. If we DO use the template, subcontracts not subject to those requirements get the assgnment. We need to be able to create project-specific requirements that automatically get assigned to new subcontracts on that project only.
