I agree with this. There should not be a reason why the Subcontractor and the General Contractor should not be able to download at any point in the process, whether the billing period is open or closed, the entire pay application including or not including the SOV. The Subcontractors entering the billing into TP should not have to download the documents separately. The SOV for any given period should be available to download.
