Mark a lower tier complete

I do not see a way to mark a lower tier as completed so no further releases are required except to delete them. Currently we have the settings so subs must submit a conditional release for any tier they have and their invoice will be blocked until they attach one. If they have previously submitted a UF release for the lower tier there is no longer the need for this requirement. It would be great if there was a way to mark a tier as complete so the requirement is no longer active for them.
