Fix the New Project settings to reduce accidental errors

When setting up a new project, all of the required fields are asterisked in red, which is fine and dandy but the system does not actually require the user to interact with any of the fields that Trimble pay pre-filled with values other than 'Required.' We find that the State is prefilled incorrectly every time and that the system will allow the user to easily proceed without correcting it.
